China's environment minister approves carbon allowance allocation plan for power, steel, cement and aluminum sectors

China's Ecology and Environment Minister Huang Runqiu chaired a ministry executive meeting on Aug 24 that reviewed and approved in principle a plan for carbon emission allowance allocation for the power generation sector in 2025 and 2026, and for the steel, cement and aluminum smelting sectors in 2026. The plan, which covers total allowance volumes and distribution methods, marks a step toward expanding the national carbon market beyond the power sector.
