Chinese premier signs decree to amend carbon trading rules, add rectification period

Chinese Premier Li Qiang has signed a State Council decree to amend and repeal certain administrative regulations, effective Aug 15, 2026. The revision marks the first formal amendment to the interim regulations on carbon emissions trading management since they took effect on May 1, 2024. The changes align with the Ecological Environment Code, standardize administrative penalty tiers in the ecological sector to avoid one-size-fits-all approaches, introduce a flexible "rectification within a time limit" step, and implement a dual-penalty system targeting both entities and individuals to strengthen managerial accountability.
