Liaoning province's new energy installed capacity reached 42.73 GW as of July, accounting for 45.22% of total capacity, according to the Liaoning Daily. The northeastern province has added 3.88 GW of new energy capacity since the start of the year.
Liaoning's 15th "Five-Year Plan" outline targets a 70% clean energy share by 2030, underpinned by four "10 GW-level" bases — offshore wind, coastal nuclear, wind-solar in western Liaoning, and energy storage.
Offshore wind projects are accelerating in the Bohai Sea and northern Yellow Sea, with 2 GW in Dalian, 3.5 GW in Dandong, 0.7 GW in Yingkou and 0.8 GW in Huludao. On the nuclear front, Unit 3 of the Xudapu nuclear plant is expected to connect to the grid by end-2026, with its 500 kV transmission project (Phase I) already energized on June 30.
For storage, the province is selecting the first batch of 3.2 GW of new-type storage projects under the 15th "Five-Year Plan", with 1.1 GW already chosen across five regions including Benxi, Dandong and Jinzhou.
State Grid Liaoning Electric Power is reducing thermal power's share through deep peak-shaving retrofits, with the minimum load rate of coal-fired units already below 30%, a national-leading level.
The grid operator is also pushing new energy to fully participate in market trading. Since January 1, all new energy power in Liaoning has entered the electricity market, with full volume and price bidding to follow.
At certain times, new energy real-time generation has surpassed thermal power, exceeding 50% of the mix. On May 4 , wind and solar generation hit a record 69.01% of total output. Based on current absorption capacity, Liaoning's full-year new energy utilization rate is expected to reach 92%.
