Hubei province has unveiled a plan to deepen reforms of forest land, trees and ecological resources, aiming to accelerate high-quality development of the modern forestry economy.

The provincial government's policy document, released Sepember 7, targets total forestry output exceeding 850 billion yuan ($125.36 billion) by 2030, with a trillion-yuan-scale modern forestry economy expected by 2035 to support the region's rise in central China.

The plan calls for greater development and consumption of forestry carbon sinks, promoting a system combining certified emission reductions (CCER), carbon inclusive mechanisms and carbon tickets. Eligible carbon sink projects would be encouraged to participate in the national voluntary greenhouse gas emission reduction trading market or be included in Hubei's carbon market compliance offset scope.

The policy also encourages carbon-emitting enterprises, large event organizers and the public to fulfill social responsibility by purchasing forestry carbon sinks, while expanding applications in ecological protection, judicial compensation, ecotourism and major events.
