Power purchases by generators in Liaoning's inter-provincial spot electricity market have exceeded 1 TWh as of August 23, according to State Grid's newspaper.
The new inter-provincial spot trading rules allow provincial generators to buy power, shifting them from one-way sellers to two-way traders. The average clearing price in the provincial spot market fell about 0.02 yuan/kWh, helping stabilize price fluctuations, lower energy costs for provincial users and promote regional power sharing and cross-provincial clean energy consumption.
The revised rules introduce a generator purchase mechanism, enabling provincial generators to buy surplus low-cost power from other provinces during peak price periods, enhancing supply reliability and supporting the construction of a unified national power market.
State Grid Liaoning Electric Power Co., Ltd. has coordinated with government authorities and supported State Grid Corp of China in assessing the feasibility of generator inter-provincial spot purchases, while refining trading procedures to ensure orderly market operations.
During the peak summer demand period, Liaoning's grid operator has published real-time generation plans and average market prices, organizing generators to participate in inter-provincial spot trading. Maximum purchased power during peak hours exceeded 3.5 GW, optimizing power resource allocation nationwide.
The company also completed upgrades, deployment and joint testing of the inter-provincial spot trading support system, ensuring smooth system transition and compliance with the new rules. It has coordinated dispatching, trading and marketing departments to guide generators in participating in inter-provincial spot trading, fostering a more flexible and efficient power trading environment.
