China's Ministry of Ecology and Environment, together with 18 other government departments including the National Development and Reform Commission, released the national climate change plan for the 15th "Five-Year Plan" period on July 29, outlining goals and tasks for addressing climate change through 2030. The plan targets a 17% reduction in carbon dioxide emissions per unit of GDP by 2030 from 2025 levels, and a roughly 3% decline in CO2 emissions per unit of product in sectors covered by the national carbon emissions trading market over the same period. It also aims to build a national greenhouse gas voluntary emission reduction trading system that is transparent, unified in methodology, widely participated in and aligned with international standards, establish a product carbon footprint management system, strengthen monitoring and control of non-CO2 greenhouse gases, and achieve a reduction capacity of 30 million tonnes of CO2 equivalent.
