Hami targets billion-yuan coal chemical cluster in 15th "Five-Year Plan"

Hami in the Xinjiang Uygur autonomous region is targeting a billion-yuan coal clean and efficient utilization industrial cluster during the 15th "Five-Year Plan" period, building on its modern coal chemical base.

The city will focus on building a strategic coal-to-oil and coal-to-gas base and high-value utilization of oil-rich coal, according to a briefing by the Information Office of the People's Government of Xinjiang Uygur autonomous region.

During the 14th "Five-Year Plan" period, Hami accelerated the construction of a modern industrial system featuring modern coal chemical, new energy, new materials, equipment manufacturing, modern logistics and cultural tourism, becoming a growth pole for Xinjiang's energy industry.

Relying on high-quality coal resources at Santanghu and Naomaohu, Hami has developed industrial chains including coal-methanol-formaldehyde/polypropylene/methyl methacrylate, coal-coal tar-fuel oil, and coal-coke oven gas-ethylene glycol/LNG/liquid ammonia.

During the 15th "Five-Year Plan" period, Hami will advance the construction of the CHN Energy coal-to-oil project, promote reserve coal-to-oil and coal-to-gas projects, and seek additional coal-to-gas reserve capacity.

The city will leverage its oil-rich coal research institute and pilot testing base to scale up key technologies including million-tonne-level oxygen-enriched pyrolysis and production of fine chemicals from coal tar and coke oven gas.

Hami will expand capacity for bulk platform chemicals such as coal-based synthetic ammonia and ethylene glycol, extend core chains for coal-to-methanol, olefins and aromatics, and focus on high-value downstream products including high-end polyolefins, engineering plastics and high-performance polyester fibers.

The city will also promote deep coupling of coal chemical and new energy industries, raising substitution ratios for green hydrogen, green ammonia and green methanol, and expanding capacity for green oxamide and melamine.

Hami will carry out energy-saving and carbon-reduction upgrades at existing projects and build green, low-carbon and intelligent demonstration projects, reducing coal consumption and optimizing the energy mix through phasing out outdated capacity, consolidation and clean energy substitution.
