Hubei Energy to invest 8 bln yuan in Enshi clean power projects

Hubei Energy Group has signed a cooperation agreement with the government of Enshi Tujia and Miao autonomous prefecture to invest around 8 billion yuan ($1.18 billion)  in clean energy and related supply chain projects during China's 15th "Five-Year Plan" period.

The company plans to build a batch of wind, solar, hydro, storage and integrated energy projects in the prefecture, it said in a filing.

Hubei Energy, the province's energy security platform, has built a multi-energy portfolio spanning hydro, thermal, wind, solar, coal, gas and storage, with two major power bases in western Hubei for hydropower and eastern Hubei for thermal power, plus coal and natural gas supply networks.

Under the agreement, the company will advance three project categories. The Linxihe hydropower project involves total planned investment of 2.08 billion yuan with installed capacity of 185.2 MW. Hubei Energy completed its investment decision on June 3, 2015, and pre-construction work is underway.

For new energy, Hubei Energy will treat Enshi as a key development region during the 15th "Five-Year Plan" period, targeting 1 GW of new energy projects. Both sides will work to resolve issues around planning, grid integration and land use, prioritising early construction of the Hefeng wind-solar-storage integration project, the Lichuan Jiannan Fengzhuba wind farm and the Lichuan Qiyueshan wind-storage project.

For integrated energy, the company will leverage major infrastructure projects including the Enshi airport relocation, airport economic zone and high-speed railway to develop distributed solar, wind, storage and charging facilities, advancing regional integrated energy and zero-carbon park projects.

Hubei Energy said the agreement establishes a long-term cooperation mechanism that strengthens its ability to safeguard the province's energy security. The Enshi government will support the company's new energy development in the prefecture.

The company noted the agreement is a framework pact, and specific investment projects may face uncertainty over implementation, progress and timelines.

Hubei Energy has been expanding new energy investment across the province in recent years. In September 2025, it signed a similar agreement with Xiangyang city government to invest 26.7 billion yuan in clean energy projects during the 15th "Five-Year Plan" period, including the Nanzhang Zhangjiaping pumped-storage station, the Yicheng phase-two thermal power plant, a 1 GW new energy base and green low-carbon parks.

The Zhangjiaping pumped-storage project broke ground in April 2025 and is progressing steadily, while the Yicheng phase-two project has completed feasibility studies and is seeking thermal power construction quotas. The new energy base has connected 625 MW to the grid so far.

As of end-June 2026, Hubei Energy's total controlled installed capacity stood at 19.94 GW, with clean energy accounting for 60.12%. Solar capacity reached 5.72 GW and wind capacity 1.52 GW.
