Jincheng city in North China's Shanxi province plans to build 10 modern mines during the 15th "Five-Year Plan" period (2026-2030), adding 22 million tonnes of advanced coal capacity while keeping raw coal output above 140 million tonnes.

The city, China's largest anthracite production base, holds proven coal reserves of 27.33 billion tonnes, with anthracite accounting for over half of Shanxi's total and more than a quarter of national reserves.

During the 14th "Five-Year Plan" period (2021-2025), Jincheng supplied nearly 200 million tonnes of thermal coal to 15 provinces and delivered over 80 TWh of electricity, supporting national energy security.

Under the new plan, the city will advance intelligent, green and safe coal mining, completing intelligent upgrades at more than 80 mines and applying artificial intelligence scenarios across operations. All mines must meet green mine standards by 2030.

The city will also extend its coal chemical industry toward fine and high-end products, targeting a total output value exceeding 40 billion yuan by 2030, more than triple the level at the end of the 14th plan period.

Jincheng plans to develop a carbon-based new materials industrial cluster worth over 10 billion yuan, leveraging its anthracite and coalbed methane resources. The city will establish a research institute and a 500 million yuan industry fund to attract investment in carbon-carbon composite materials for aviation and new energy vehicles, as well as coal-based anode materials for lithium batteries that can consume 20 million tonnes of coal annually.

Beyond coal, Jincheng holds proven coalbed methane reserves of 6.85 trillion cubic meters. The city aims to raise output above 10 billion cubic meters, boost storage and peak-shaving capacity to 250 million cubic meters, and achieve annual local consumption of over 3 billion cubic meters.

For power, the city will accelerate construction of pumped storage, green electricity parks and 22 wind and solar projects, targeting new energy and clean energy installed capacity to exceed 60% of the total by the end of the 15th plan period.
