China's National Energy Administration (NEA) launched the second phase of the China-International Renewable Energy Agency (IRENA) cooperation special working group on August 24, with Deputy Administrator Wang Jianbo attending and addressing the meeting.
The meeting reviewed achievements from the previous phase of cooperation and outlined key tasks for the next stage. Participants emphasized the importance of deepening ties with the IRENA to strengthen China's global energy governance capabilities and support its ambition of becoming an energy powerhouse.
The NEA called for closer alignment of cooperation activities with national energy strategy, leveraging the "1+1+N" coordination mechanism to advance practical collaboration across various fields. The agency said deeper China-IRENA engagement would contribute Chinese solutions to the global energy transition and renewable energy development.
China joined IRENA in 2014. In 2021, it signed a Memorandum of Understanding with the Agency, and in 2022, a dedicated cooperation office was established. The "1+1+N" cooperation framework—comprising one steering committee, one cooperation office, and a number of special working groups—was officially put in place in 2023, with the aim of fostering a closer, more efficient, and mutually beneficial partnership.
The inaugural meeting of the special working groups took place in March 2024, with five initial groups set up in the areas of energy transition, hydropower, solar energy, hydrogen, and power grids. After two years of operation, all groups have made tangible progress. At this year's launch meeting, the working groups were renewed and three new groups—on energy storage, wind energy, and education and youth—were added, bringing the total to eight and further broadening both the scope of cooperation and the range of participating stakeholders.
Officials from the NEA's international cooperation department, the China-IRENA cooperation office, and representatives from lead and co-lead units of each working group attended the meeting.
