China to ease market entry, crack down on "involutionary" competition, regulator says

China will streamline market entry rules and intensify efforts to curb "involutionary" competition, an official from the State Administration for Market Regulation said at a State Council Information Office briefing on September 20 tied to the 15th "Five-Year Plan".The regulator will improve registration rules, deepen reform of the paid-in capital registration system and lower institutional transaction costs, while clearing exit channels so long-dormant firms and sole proprietors can exit in an orderly way, the official said. It will also use standards, price enforcement and quality supervision to steer firms toward quality and efficiency rather than low-price attrition, and will step up antitrust and anti-unfair competition enforcement, especially for platform companies, by tightening oversight of data, algorithms, traffic and rules.
