China's green certificate price index stood at 202.6 points in August 2026, down 9.1% from the previous month and 17.0% from a year earlier, with January 2025 as the base period of 100 points.
The index is a national authoritative price index jointly compiled by the Price Monitoring Center of the National Development and Reform Commission and the Power Business Qualification Management Center of the National Energy Administration (NEA), under the guidance of the NEA's new energy department.
The NEA officially released the index for the first time in July 2026, citing the urgent need to build a high-quality green certificate market, the implementation of dual carbon controls and the push to link electricity, certificates and carbon markets.
Green certificate trading has remained active since the start of 2026. In the first quarter, China issued 698 million green certificates and traded 240 million of them, up 21.19% year on year.
With the full implementation of the dual carbon control system during the 15th "Five-Year Plan" period, the index will continue to serve as a price signal, guiding companies in planning green certificate and green power procurement and promoting high-quality development of the green power market.
