Northeastern China's Jilin province is pushing forward with coal mine quality and safety upgrades, aiming to phase out outdated capacity while accelerating the transition to modern, intelligent and green operations.

Governor Hu Yuting chaired a special meeting on September 2 to discuss the upgrade plan, stressing a classified approach of eliminating, consolidating and upgrading mines in accordance with laws and regulations.

Hu said the 15th "Five-Year Plan" period marks a critical transition for the coal industry, with coal consumption expected to peak. The upgrades are both a concrete step toward eco-friendly development and a key measure to protect workers' lives and property, he added.

The province will optimize its plans in line with central government directives, balance economic, ecological and livelihood considerations, and safeguard the legitimate rights of businesses and employees. A dedicated task force will be established to coordinate with local governments and resolve practical issues during implementation.

Jilin will guide the closure and exit of outdated mines while encouraging compliant operations to build intelligent mines and improve intrinsic safety. Companies are also being urged to expand into new energy and ecological restoration projects to cultivate new growth drivers.

As of June 30, 2026, Jilin had 17 operating coal mines with combined capacity of 13.34 million tonnes per annum (Mtpa), plus seven mines under construction with total capacity of 2.25 Mtpa, according to the provincial energy bureau.
