China Huadian Corp has started construction on its 154.7 MW photovoltaic power plant project in Cotofenesti, Romania, marking the company's first greenfield solar project in Europe.

The project, located in Dolj County, will use bifacial high-efficiency solar modules, containerised inverter stations and single-axis tracking systems, with supporting substation and transmission line infrastructure. It is expected to begin operations in the first quarter of 2028, generating approximately 240 GWh of clean energy annually.

The plant will strengthen power supply in southern Romania's grid and support the country's renewable energy transition targets. The project also promotes Chinese photovoltaic equipment and engineering services overseas, advancing international cooperation in the new energy supply chain and serving as a demonstration of China-Romania energy collaboration under the Belt and Road Initiative.
