China Huadian starts 500 MW wind-hydrogen-ammonia project in Liaoning

China Huadian has begun construction of a 500 MW wind power and integrated hydrogen-ammonia tank-port project in Yingkou, Liaoning province, with total investment of 4.41 billion yuan ($654.19 million).

The project, which broke ground on September 23 at Xianrendao Economic Development Zone, is China's first demonstration project spanning the full industrial chain of green power-to-green hydrogen, green ammonia synthesis, storage and port shipment.

It is being developed by Huadian (Yingkou) Green Energy Co., Ltd. and comprises two main components: a wind farm and a hydrogen-ammonia integrated station area.

The wind farm, located in Gaizhou, has a total installed capacity of 500 MW, supported by a 220 kV booster station and 80 MW of energy storage. A 29-km high-voltage transmission line will deliver green power to the Xianrendao station area.

The Xianrendao station area will include hydrogen production and storage facilities, a green synthetic ammonia production line with annual output of 160,000 tonnes, large-scale hydrogen and ammonia storage tanks, cryogenic pipelines and specialized ship-loading equipment. The project is expected to be completed and operational by October 2028.

As one of the first hydrogen pilot projects approved by the National Energy Administration and a key project in Liaoning for 2026, the initiative employs advanced ALK+PEM hybrid hydrogen production and flexible ammonia synthesis technologies, combined with energy storage and hydrogen storage facilities, to address the industry challenge of intermittent wind power unable to support continuous chemical production.

The project will leverage Yingkou port's storage and transportation advantages to build a green ammonia production, storage, transfer and export hub in Xianrendao Economic Development Zone, reinforcing Yingkou's position in Northeast China's hydrogen energy supply chain.

Once operational, the project is expected to generate 130 million yuan in annual local tax revenue and drive development of upstream and downstream industries including wind turbines, electrolyzers, air separation equipment and port logistics.
