Ningxia urges coal mines to maintain output over Mid-Autumn, National Day holidays

Ningxia's development and reform commission has issued a notice requiring coal mines to maintain stable production and supply during the 2026 Mid-Autumn Festival and National Day holiday period.

All operating coal mines in the autonomous region should in principle not suspend operations or cut output during the two holidays, ensuring continuous and stable coal supply, the notice said. Coal producers should organize production scientifically and tap potential to boost output while ensuring safety.

The notice highlighted that central enterprises including CHN Energy Ningxia Coal Industry Co., Ltd. and Chinalco Ningxia Energy Group should play a leading role, fulfill social responsibilities, strengthen safety arrangements and optimize supply structure to guarantee coal for power generation and particularly heating within the region.

Daily scheduling and reporting systems for coal production must be maintained, with information channels kept open, the notice said. During the holiday period, coal companies should designate personnel to report the previous day's output in a timely manner, accurately reflecting production conditions. Any significant daily output fluctuations should be promptly investigated and addressed with targeted measures to keep output at a relatively high level.

Local authorities and coal companies including CHN Energy Ningxia Coal Industry and Chinalco Ningxia Energy Group should implement a policy document on ensuring safe and stable coal production and supply, the notice said. For suspended mines, more effective measures should be studied to accelerate the resumption of production and restore output to normal levels as soon as possible.

Coal companies must fulfill their primary responsibility for work safety, treating it as the prerequisite, foundation and guarantee for corporate development, the notice said. Production tasks must not be arranged under unsafe conditions, and safety hazards must be comprehensively investigated and managed with ledger-based tracking, supervised rectification and time-limited resolution to maintain a stable coal production safety situation.
