Shanxi pushes coal mines to resume output, rebuild industry after deadly accident

Shanxi province is pushing coal mines to resume production and restore output while tightening safety oversight, as the top coal-producing region moves to rebuild its industry following a deadly accident.

Governor Lu Dongliang chaired a meeting on September 26 to advance coal safety and stable production and supply, the Shanxi provincial state-owned assets regulator said.

Lu stressed the need to accelerate the reversal of declining output and reshape the province's coal industry ecosystem, while contributing to national energy security and meeting public energy demand.

The meeting called for drawing lessons from the "May 22" accident, deepening special inspections of coal mine safety risks, strengthening advance treatment of major hazards and maintaining a high-pressure stance against illegal production.

Mines should be classified by risk level and guided to resume production in an orderly manner. Mines with safety hazards should complete rectification and pass acceptance checks as soon as possible, producing mines should optimize organization to reach full capacity, and mines under construction should accelerate commissioning.

Shanxi will seek support from national ministries to release and approve additional advanced capacity, advance the revision of coal mining area master plans and related approvals, accelerate market-based allocation of replacement capacity resources, and ensure the signing and fulfillment of medium- and long-term thermal coal contracts.

The province will continue implementing 17 new rules coordinating coal industry development and safety, promote intelligent mine upgrades, optimize industrial layout and structure, and raise quality capacity supply and intrinsic safety levels.

The meeting urged daily scheduling and weekly reporting, stronger dynamic monitoring, information sharing, policy support and work supervision, while supporting provincial coal enterprises and central state-owned enterprises operating in Shanxi to play a leading role.
