Jinzhong city in Shanxi province plans to keep annual coal output stable at 120 million tonnes during the 15th "Five-Year Plan" period, its mayor said on August 19.

Mayor Feng Xiaolei told a provincial press conference that the city has drafted its development outline for the 2026-2030 period, setting 24 specific targets across eight areas.

The city will pursue an integrated energy strategy focused on strengthening coal, power and gas sectors. Traditional industries including textile machinery, hydraulic equipment, carbon products, glassware will be upgraded toward digital, intelligent and green production.

New energy vehicle manufacturing, carbon-based new materials and intelligent textile machinery will be developed as emerging industrial clusters, with value-added output from strategic emerging industries targeted to grow over 5% annually.

Beyond coal, Jinzhong plans for green power to account for more than two-thirds of its electricity mix during the plan period, with unconventional natural gas output reaching 1.2 billion cubic meters.

Coal has long dominated Jinzhong's economy, accounting for about 70% of the city's industrial value-added and roughly 30% of its GDP.

The city's coal output totaled 116 million tonnes in 2024 and 122 million tonnes in 2025. In the first half of 2026, raw coal production fell 5.4% year on year due to production suspensions for safety rectification, though specific figures were not disclosed.
