The Philippine province of Cebu is prioritizing power stability as recurring coal plant outages and tight supply conditions weigh on the Visayas grid, prompting a push for stronger generation, storage and transmission capacity to support the region's expanding economy.

The National Grid Corp. of the Philippines (NGCP) placed the Visayas grid under red alert on August 17 after available capacity fell to 2.33 GW against peak demand of 2.41 GW, the eighth red alert issued for the region. The grid operator attributed the shortfall to the continued unavailability of major coal-fired power plants and limited power imports from Mindanao, with 810.3 MW of capacity offline due to forced outages and derated operations.

Cebu Governor Pamela Baricuatro identified power stability as one of the province's biggest concerns, noting that several yellow alerts in recent months have highlighted the need to strengthen grid systems supporting homes, businesses, hospitals and industries.

Central Visayas grew 3.7% in 2025 with gross regional domestic product of 1.32 trillion pesos, making it the country's largest regional economy outside Metro Manila. The expansion has increased pressure on electricity infrastructure, with coal-fired plants historically forming the backbone of baseload supply in the Visayas.

The response includes development of battery energy storage systems to provide flexibility when coal and other baseload capacity falls short. Major local utility Aboitiz Power is building a 60 MW battery storage facility in Naga City, while Meralco PowerGen, the country's largest private power distributor, has energized the first phase of its Toledo storage project at 25 MW and 56.44 MWh.

Renewable capacity is also expanding, with Department of Energy data showing 2.18 GW of committed renewables in the Visayas as of May 2026 and 419.9 MW of committed storage. NGCP is building the Cebu-Lapu-Lapu 230-kV transmission line and substation to support Metro Cebu and accommodate additional capacity.

Baricuatro has announced a Provincial Energy Master Plan integrating national policies, local priorities and private-sector initiatives. The recurring supply pressures underscore the need to move projects from development to actual grid capacity while ensuring generation, storage and transmission infrastructure keep pace with Cebu's economic growth.
