China's Ministry of Industry and Information Technology (MIIT) on July 31 issued the 15th "Five-Year Plan" for green and low-carbon industrial development, outlining seven major tasks to advance the country's carbon peak goal and support the green transformation of the economy and society.

The plan prioritizes the industrial carbon peak campaign, focusing on coordinated transformation of industrial structure and energy mix, accelerating industrial electrification and large-scale deployment of green energy, and advancing energy-saving and carbon-reduction retrofits in key sectors.

It also aims to strengthen four core capabilities: enhancing the green value-creation capacity of industries through upgrading traditional sectors and fostering emerging green industries; boosting the supply of green equipment and products to support green transitions in energy, transport, construction, agriculture and consumption; advancing green low-carbon technology innovation across research, application and promotion; and integrating intelligent manufacturing with green manufacturing through digital and AI technologies.

The plan further calls for improving industrial resource recycling systems to enable efficient and high-value use of renewable resources and large-scale utilization of bulk industrial solid waste, alongside upgrading green manufacturing and service systems, including expanding green factories, upgrading green industrial parks and strengthening green supply chains.

MIIT said it will coordinate implementation of the plan, strengthen supervision and evaluation of progress, enhance inter-departmental coordination and central-local collaboration, and increase policy support and talent development to ensure the plan's targets are met.
