China's State Council, chaired by Premier Li Qiang on July 20, reviewed progress on expanding and upgrading the service sector and planning for six major networks — including water, new-type power grids, computing networks, next-generation communications, urban underground pipelines and logistics — and approved a plan for intellectual property protection and utilization during the 15th "Five-Year Plan" period. The meeting also discussed optimizing the social security system and reviewed rectification proposals for audit issues identified in the 2025 central budget execution and other fiscal revenue reports. The council said expanding the service sector and advancing the six-network plans are critical for stabilizing investment, boosting consumption and improving livelihoods, and called for targeted policies to remove barriers and unlock growth potential, with producer services supporting tech innovation and value creation, and consumer services expanding quality supply to meet diverse public demand.
