Indonesia's Energy and Mineral Resources Ministry (ESDM) has ordered mining companies to supply a total of 212 million tonnes of coal to state utility PT Perusahaan Listrik Negara (PLN), exceeding the estimated 154 million tonnes needed in 2026, as it moves to secure primary energy supply for the country's coal-fired power plants.

Director General of Minerals and Coal of the ESDM Tri Winarno said the assignment is part of the government's commitment to ensuring operational sustainability of coal-fired plants. He emphasized that his office will regularly monitor compliance with Domestic Market Obligation (DMO) requirements for mining entrepreneurs.

As of May 2026, the companies had contracted 144 million tonnes of the total assignment, with deliveries to power plants projected to reach 130.5 million tonnes. Tri urged PLN Energi Primer Indonesia (PLN EPI), the utility's coal procurement unit, to accelerate contract processes so the assigned volumes can be quickly realized as deliveries.

The ministry said it is coordinating with PLN EPI and mining companies holding approved work plans and budgets to ensure timely distribution, and monitoring that each shipment meets both volume requirements and technical specifications needed by generating units.

The government is committed to ensuring PLN's coal needs in the second half of 2026 are met according to plant schedules and specifications, and is strengthening monitoring and contract acceleration to maintain supply reliability for the national electricity sector and ensuring that the DMO is implemented consistently and measurably, Tri said.
