Russian Railways did not agree to give guarantees for the export of coal

Russian Railways consistently opposed the Ministry of Energy's proposal to establish agreements with regions guaranteeing the export of at least 130 million tonnes of coal annually, according to Irina Magnushevskaya, the company's deputy general director, in an interview with Kommersant.
